Management Board

The Management Board (MB) is the decision-making body of the consortium. It is composed of representatives, one for each partner, the Project Coordinator (PC) being the CINES representative and chairing the meeting.

The Project Management Office (PMO) assists the MB meetings in the role of the technical secretariat. Decisions are taken by consensus. When this is not achievable, decisions are taken by majority voting with a casting vote for the PC. Detailed operational procedures (representation, meeting preparation, organisation, minutes, voting and quorum and veto rules) are defined in the Consortium Agreement.

The MB examines at each meeting the project progress based on reports, deliverables, and presentations, to assess compliance with plans and, if necessary, propose modifications to the Consortium Plan. It provides the political and strategic steering and orientation of the project and decides any main issue.

The Management Board is in charge to adopt decisions that affect the following subjects:

  Content, finances and intellectual property rights.

  Proposals for changes to all Annexes of the Grant Agreement that require to be agreed by the Funding Authority.

  Changes to the Consortium Plan Modifications.

  List of Third Parties.


  Identified Affiliated Entities.

Boris Dintrans (M) has been the director of the C.I.N.E.S. (Centre Informatique National de l’Enseignement Supérieur) since 2017. He has previously been the director of the National programme of Astrophysics in the National Institute of Universe Sciences (INSU) of CNRS, after more than fifteen years working as a researcher in astrophysics in the team of "Physics of the Sun, Stars and Exoplanets" (PS2E) from the Institute for Research in Astrophysics and Planetology (IRAP).

Alexander Barth (M) holds a PhD in Oceanography and his major contribution is given by new ideas in data assimilation.  He significantly contributed to the project “Global Ocean Predication with the Hybrid Coordinate Ocean Model (HYCOM)”. His scientific ideas have led to a high number of presentations at science meetings and publications in peer-reviewed journals. He was awarded the 2010 Outstanding Young Scientist Award for his achievements in the field of data assimilation in oceanography, to which he has contributed original ideas on the development of assimilation strategies for regional ocean models.

An Enseeiht engineer, a graduate of the Institut Polytechnique de Toulouse, Catherine Lambert (F) completed her studies with management training at the Toulouse Business school. Head of the "technical animation and preparation for the future" department at the Centre National d'Études Spatiales (CNES), in October 2013 she took over the management of the CERFACS. She actively contributes to the better positioning of women in business and in research and for this reason, she created a branch of WIA (Women in Aerospace Europe) in Toulouse.

Charles Troupin

Charles Troupin (M) is a civil Engineer in Physics and holds a PhD in Oceanography. His research interests range from numerical modelling to in situ data interpolation, with a specific focus on submesoscale processes in coastal areas. Also a fervent defender of open data, open access and open code, he has more than ten years of experience in data analysis and numerical modelling and has been the head of the SOCIB Data Center for three years.

Christian Pagé (M)is a Research Engineer and Project Manager at the CERFACS who has experience in European projects, in climate change and data infrastructure. This requires leading work packages, developing and enhancing networks, organizing and leading workshops, contributing to conferences, developing, implementing, pushing novel ideas. He holds a Master’s degree in Atmospheric Sciences and a PhD in the Environment from the Université du Québec à Montréal.

Corentin Lefevre (M) is a Consultant at NEOVIA Innovation. He started with a Bachelor’s in computer sciences, followed by a Master's in Sociology and in History. He specialised in EU Projects at the University of Cergy-Pontoise. He worked four years in innovative clusters animation and has participated in various European projects, including EXDCI-1 and EXDCI-2. He is presently involved in the CEF AQMO & PHIDIAS projects.

Damien Lecarpentier (M) has a Master's in Political Science and a PhD in Social Sciences from the Advanced School of Social Sciences in Paris. He joined CSC as coordinator for international activities in January 2009. He has been involved as work package and task leader in policy work and outreach activities in major FP7-funded projects in the areas of grids (EGI_DS), HPC (DEISA2, PRACE, EESI) and e-Infrastructure policy (e-IRGSP2, e-Infranet).
He is currently managing the EUDAT project, which aims to build a sustainable cross-disciplinary and cross-national data infrastructure providing a set of shared services to access and preserve research data.

Dick M.A. Schaap’s (M) expertise is in the field of ocean and marine data management. He is qualified in organising and managing European Commission projects for development and operation of international networks, databases and web interface infrastructures for management and provision of ocean & marine data. He has coordinated international projects for ocean & marine data management and manages the MARIS' organisation.

He has moved his career forward through several European NGOs, mostly in the Netherlands & Northern Ireland, as Project Assistant and Communication Officer. He is currently actively involved in Trust-IT on European funded projects on communication and dissemination focused within the areas of cybersecurity and privacy and ICT Standards.

Frédéric Huynh (M) is director of the Earth system Research Infrastructure since 2017. He was IRD Director for Brazil (2012-2016), director of UMR ESPACE-DEV (2001-2012) and co-director of the Remote Sensing Centre (Maison de la Télédétection) in Montpellier. He is an expert of Earth observation and integrated/multidisciplinary approaches to the environment and sustainable development, environmental information and decision support system, interoperability between spatial data and in-situ data and services for earth observation and science. He has published more than 100 scientific references and coordinated more than 50 European and international projects in these fields.

Jean-Christophe Desconnets (M) is a senior engineer at the IRD. He is a geomatic scientist at MICADO research team of ESPACE-DEV. He has two complementary competencies: one in water science (PhD in Water Science, Montpellier University, 1994) and one in computer science (MSc in computer science, Montpellier University, 2000). He has specialized in Spatial Data Infrastructure design with an emphasis on semantic discovery and data processing capabilities. He has participated as WP leader or co-leader in different projects, where he has mainly led the design and implementation of the technical part of spatial data infrastructure. His research activities concern the needs of data and knowledge sharing to provide to the stakeholders with elements for decision support in the environmental domain. He is also involved in the French national land data centre, THEIA, where he leads the data and processing interoperability works with the CNES.

He boasts a rich list of publications in different scientific journals. He has taken part in several research projects, including the Baltic Blue Biotechnology Alliance and Sustainable Uses of Baltic Marine Resources.

Thierry Bidot (M) is a senior consultant at NEOVIA Innovation. He has over 30 years of experience in national and international high-tech projects and teams within French and US companies. He has been involved in more than 100 EU-funded projects and is an EU expert. He has a Master's in Numerical Analysis, used to teach Numerical Analysis in France (CNAM) and abroad and has published articles in the field of numerical simulation and high-performance computing. He is presently teaching a course of European innovation for Master's students at the University of Cergy-Pontoise in France. He was deeply involved in the initiatives EESI-1, EESI-2 and EXDCI-1 and is presently involved in EXDCI-2, as well as in the CEF AQMO & PHIDIAS projects.

In 10 years, they became editor of the Geotoolkit and Constellation suite. The company works on solutions able to collect, administer and style a heavy data load, collaborating with different kinds of industries and local communities.
